That's definitely the case, but insurance also comes into it. Lock bumping appears to leave no trace of tampering, so presumably there is no way to prove the person actually broke in and didn't use, say, a legitimate key. More than a few people are concerned that this might mean you get no insurance.
I guess there are other ways to prove it though, like having video cameras all around which record the guy breaking in. That would be more than enough proof.
